Quaint sign

The inscription on a litter bin near Regent's Park. We could not work out what it might stand for but did think that the 'P' might be for park.

Actually it stands for that little known but important body known as the Crown Estate Paving Commission. Perhaps the chairmanship of this board is a reward for long and faithful service in the Palace of Westminster, in some capacity or other, and comes with valuable perks like a chauffeur driven car and a fancy dining room overlooking said park.
