Close shave

Spotted this not very impressive glass on top of a wall on yesterday's abbreviated version of Horton Clockwise, glass which used once to be a common sight on our garden walls.

I could not see one of those little blue badges that you get from the ICA so I do not suppose that the glass is sterilised regularly, if at all. Should I do the busy and report them?
